Die Open Web Foundation [11] (OWF) hat mit ihrem Open Web Foundation Agreement [12], Version 0.9 (OWFa) eine Modellvereinbarung vorgestellt, die eine freie Implementierung von Web-Spezifikationen sicherstellen soll. Die Vereinbarung zielt auf eine freie Nutzung von Urheber- und Patentrechten, mit denen die Spezifikation behaftet ist.
